📝Code review: err on the side of approving

In code reviews, if you have minor comments which are not blocking, prefer positive marks instead of negative or neutral.

In GitHub, approve request. In Gerrit, use +1.

If you leave your comments without any mark, people may assume that they have to resolve the comments before this is merged.
